Accora 2050: Envisioning Our Community's Future

As Ottawa continues to grow and change, we are taking proactive steps to ensure that Accora Village continues to be one of city’s most welcoming and diverse communities for decades to come. Doing so requires ongoing investment in our buildings, infrastructure and amenities that is informed by the evolving needs of the next generations of residents.

That’s why we are launching a community master planning process to define what Accora Village should like in 2050. With a clear vision for the future, we will have a roadmap to guide decision-making about how we continue to invest in the maintenance and renewal of the community for the long term.

We want to hear from you – the families and individuals who live and work in the area today – to help us shape a shared vision for the future, together. 

At every step of the planning process, there will be opportunities for community members to get involved, ask questions and share their perspectives.

By taking a forward-looking approach, our aim is to realize a community that not only adapts to our changing city and lifestyles, but also fosters a stronger sense of belonging, inclusivity, and wellbeing for all who call Accora Village home. 

Our Guiding Principles

While we explore the exciting possibilities for the future, we are prioritizing five community-building principles that reflect our values and aspirations for Accora VIllage and the city and world around us:

Complete Village to become a mixed-use community, providing new opportunities for small local businesses and offer a wider range of services and employment opportunities.

Resilient Village for a future that respects the environment and fosters long-term sustainability with infrastructure that is built to last.

Healthy Village for a neighborhood that is not only safe and welcoming but also encourages residents to lead active, healthy lives.

Inclusive Village to serve people of diverse ages, genders, cultures, family statuses, and economic backgrounds.

Timelines

Over the next year, we will be building a new Community Master Plan which will serve as a guideline for investment in the maintenance and renewal of the community over the coming decades. Beyond dialogue with residents and neighbours, the planning process includes a series of detailed urban planning, design and technical studies to build a solid foundation of understanding about the state of our buildings and community infrastructure and the area’s future requirements. The final plan is expected to be submitted to the City of Ottawa in early 2026.

The community master planning process will include the following six broad phases of activity:

  1. Existing condition analysis – This phase will focus on studying the social, health, economic and environmental conditions which can impact the area. 
  2. Vision, objectives and targets – This phase will focus on the overall vision for the community, based on public and key stakeholder input. 
    1. Objectives and targets will be set to align with Official Plan policies and designations, covering climate change, community health, growth management, sustainable transportation, affordable housing, urban design, and urban forest canopy.
  3. Constraints and opportunities – This phase will focus on conducting a constraints and opportunities exercise. 
    1. This includes identifying existing shortfalls against objectives, opportunities for creating a “15-minute neighbourhood,” and the development impact on cultural/natural heritage and infrastructure.
  4. Master Plan Report – This phase builds on findings from previous phases to build a comprehensive Master Plan. 
    1. This will include a land use plan for the Study Area, development phasing, population and employment projections, and integrated transportation and mobility networks.
    2. It will also address sustainable and climate-resilient design, affordable housing, school needs, community infrastructure, and greenspace identification.
  5. Implementation Strategy – This phase will focus on outlining the tools and requirements needed for the area to evolve as envisioned. 
    1. The plan will outline how development achieves growth objectives (density, jobs, housing mix), propose a phasing strategy with infrastructure timelines, and detail Parkland dedication rates used for the Parkland dedication.
    2. It will also cover the use of Planning Act tools, City incentives, external partnerships, and guidelines for evaluating and modifying development applications to advance the Master Plan.
  6. Area Specific Policy – This phase focuses on the finalization of the Master Plan. Following its completion, an Area Specific Policy will be developed and brought forward as an Official Plan Amendment for approval by the City of Ottawa.

Why did you initiate this community planning process?

We initiated the community planning process to provide clarity about Accora Village’s future and develop a roadmap to guide decision-making about how we continue to invest in the maintenance and renewal of the community for the long-term.

We’re entering this process with an open mind and a blank slate, without any preconceived vision, preferred outcome or pressing challenge to solve. This process is about putting in place the right long-term plan for our community, based on technical studies on the state of our buildings and community infrastructure and the area’s future requirements, as well as dialogue with our residents and neighbours about their priorities and perspectives.

The community master planning process is expected to take approximately 18 to 24 months to complete. Upon completion of the Master Plan Report, an Area Specific Policy will be developed and brought forward as an Official Plan Amendment for approval by the City of Ottawa. We don’t expect that any significant renewal projects will be undertaken for several years after the plan is finalized. We are in the early stages in the planning process and are developing a roadmap to guide future decision-making. 

At every stage, the planning process includes opportunities for the local community to participate and share your views. This will include information sessions and open houses, an online survey and other community engagement activities to collect input and feedback and answer questions.

The City is actively involved through every step of the process. We worked closely with the City of Ottawa’s Planning, Real Estate and Economic Development Department on the design of the terms of reference for the community planning process. Representatives from the City will participate in planned community engagement activities. And, ultimately, the resulting community master plan (also known as an Area Specific Policy) will be subject to review and approval by City Council through the Official Plan Amendment process.

Affordable housing is a key area that will be addressed in the planning process. The Community Master Plan will make specific commitments on the number and types of affordable housing units in the community.

Advancing environmental sustainability is a guiding principle of the community planning process. During the planning process we will set objectives and targets for climate change, energy efficiency and sustainable transportation and the Community Master Plan will include sustainable and climate resilient design elements to advance these priorities.
